If you have an older version of Premiere which does not have the Clean cache button you can manually remove the cache files (on Windows they are located here c:Users<username>AppDataRoamingAdobeCommon). If this did not help then go to step 4.
- If none of the above did help. Try to install an older version of Adobe Premiere or see if there is an update with a newer version.

Workaround: Close and restart the Premiere Pro application. Upgrade to Windows 10 (build 1903) or later.
